Research gives already unlocked equipment? Empty Research gives already unlocked equipment?

Sorry I don't have screenshots of this, but when I played through campaign I unlocked Ohmwrecker in Caster Veterancy in one of the random missions, but recently I just got that unlocked again in my research lab. Is that supposed to happen?
